Strategi dan Tantangan Predictive Policing di Era Big Data bagi Masyarakat Modern

Abstract


Digitalisasi dalam berbagai aktivitas operasional suatu lembaga merupakan implikasi dari perkembangan teknologi informasi, tak terkecuali pada lembaga kepolisian. Hal ini makin tercermin pada proses partisipasi masyarakat modern untuk melakukan penegakan hukum. Artikel ini mengulas berbagai penelitian terkait model kepolisian pada negara modern dan berkembang untuk mengetahui strategi penerapan, tantangan, dan dampak teknologi informasi pada model pemolisian. Terdapat setidaknya tiga jenis pemolisian yang sesuai dengan masyarakat modern, yaitu pemolisian quasi-military, pemolisian prediktif, dan pemolisian komunitas. Namun, secara garis besar, masyarakat modern memang lebih mengutamakan pencegahan kejahatan sehingga model pemolisian prediktif berbasis big data telah dikembangkan di berbagai negara. Meskipun demikian, pemolisian prediktif berbasis big data memiliki risiko stigmatisasi lingkungan. Di samping hal-hal tersebut, terdapat tantangan penerapan yang akan ditemui di masa depan, termasuk masalah perlindungan data pribadi dan kebijakan privasi masyarakat. Artikel ini kemudian memberikan sejumlah rekomendasi bagi perkembangan model pemolisian prediktif berbasis big data agar tetap bisa melayani masyarakat, tapi juga menjunjung tinggi perlindungan data pribadi.
